NOTICE
SCHEDULE OF REGULAR MEETINGS
OF THE BOARD OF INGHAM COUNTY
ROAD COMMISSIONERS
FOR 2008 Regular meetings of the Board of Ingham County Road
Commissioners are scheduled to be held every other
Tuesday of the month, beginning Tuesday, January 8,
2008, starting at 6:00 P.M. in the Board Room of the
Ingham County Road Commission’s Austin E. Cavanaugh
Administration Building located at 301 Bush Street, P.O.
Box 38, Mason, Michigan 48854.
The meetings shall be held on the following

In
the event of a special meeting, rescheduled meeting or
cancellation of a regularly scheduled meeting, a notice
of same will be posted at the offices of the Ingham
County Road Commission at 301 Bush Street, Mason,
Michigan, at least 18 hours prior to the time of the
meeting or cancellation of the regular meeting and will
be posted on the Ingham County Road Commission’s
Internet Web Site at www.inghamcrc.org.
The Ingham County Road Commission will provide necessary
reasonable auxiliary aids and services, such as
interpreters for the hearing impaired and audio tapes of
printed materials being considered at the meeting for
the visually impaired, for individuals with disabilities
at the meeting upon two (2) working days notice to the
Ingham County Road Commission.
Individuals with disabilities requiring auxiliary
aids or services should contact the Ingham County Road
Commission in writing or by calling the following:

RULES AND REGULATIONS
REGULAR AND/OR SPECIAL MEETINGS
AND PUBLIC HEARINGS
I. All
regularly scheduled meetings shall be held in the Board Room of the
Ingham County Road Commission’s Austin E. Cavanaugh Administration
Building located at 301 North Bush Street, P.O. Box 38, Mason,
Michigan 48854-0038; telephone number 517/676-9722 or
1-800-968-9733; or at some other location at the discretion of the
Board which will be advertised and posted in advance for the public’s
information.
II. All
meetings of this Board shall be open to the public and all persons
shall be permitted to attend any meeting; except a closed meeting
may be held in accordance with Sections seven and eight, as required
by the Open Meetings Act of 1976, Public Act 267, as amended.
III. This
Board authorizes the Secretary, or his/her designee, to post all
required notices of regular, rescheduled or special meetings of this
Board, or any other postings, as required by the Open Meetings Act
of 1976, Public Act 267, as amended.
IV. The
Secretary, or his/her designee, shall be responsible for
preparation, distribution and storage of all minutes of this Board,
as required by the Open Meetings Act of 1976, Public Act 267, as
amended.
V.
The minutes of open meetings shall be available for public inspection at
the office of the Secretary and/or the Deputy Secretary, Ingham
County Road Commission, 301 North Bush Street, P.O. Box 38, Mason,
Michigan 48854-0038, and shall be available to the public at a
reasonable copying cost, as required by the Open Meetings Act of
1976, Public Act 267, as amended.
VI.
To provide the public its right to
address this Board during any regular or special meeting, any member
of the public may address the Board for up to three (3) minutes per
individual as scheduled on the agenda at the beginning of each
meeting, and up to three (3) minutes at the end of the meeting at
the time scheduled on the agenda for public comment; except that any
comment on an item scheduled for a public hearing shall be made only
at that time pursuant to Section VIII hereof.
At the discretion of the Chair, this time may be extended by
granting an additional one (1) minute.
During an agenda item, members of the public may not address
the Board unless recognized by the Chair.
To accommodate public comment, the Board Chair, at his/her
discretion, may combine an agenda item into the public comment
portion of the meeting in order to facilitate input from the public.
VII. To
provide the public its right to address this Board during scheduled
public hearings, any member of the public may address the Board for
up to five (5) minutes per individual, when recognized by the Chair.
All comments are to be directed to the Chair. Comments are to be specific and address only the subject of
the public hearing, otherwise the speaker may be ruled out of order
at the discretion of the Chair.
VIII. The
Chair may call to order any person who is ruled out of order or who
otherwise disrupts the orderly conduct of business at meetings,
including speaking without being recognized, interrupting speakers,
the Chair, Board members or staff, exceeding designated time limits,
failure to be germane to the issue at hand, use of vulgarities, or
otherwise being disruptive. A
person may be prohibited from speaking again at the same meeting,
may be asked to leave the premises or may be removed from the
meeting at the discretion of the Chair and/or may be subject to
arrest.
IX. Members
of the public desiring to speak to the Board may be required to
identify themselves before speaking, as required by the Open
Meetings Act of 1976, Public Act 267, as amended.
X. The
Ingham County Road Commission will provide necessary reasonable
auxiliary aids and services, such as signers for the hearing
impaired and audio tapes of printed materials being considered at
meetings to individuals with disabilities, at all public meetings
and public hearings upon ten (10) days notice to the Ingham County
Road Commission prior to the date set for the public hearing or
meeting. Individuals
with disabilities requiring auxiliary aids or services should
contact the ADA Coordinator for the Ingham County Road Commission.

2007/2008
PROPOSED CONSTRUCTION
Pursuant to
Public Act 150 of the Public Acts of 1976, the Board of Ingham
County Road Commissioners is hereby giving notice that on July 26,
2007, a public hearing will be held for construction projects
proposed by the Board to be accomplished in 2007 and 2008.
Said hearing will commence at 6:30 P.M. in the Board Room of
the Ingham County Road Commission’s Austin E. Cavanaugh
Administration Building located at 301 Bush Street, Mason, Michigan.
The following is a list of the proposed projects, including
the location and type of construction:
2007:
1.
Howell Road – Meridian Road to Williamston
Road. Add paved
shoulder and resurface. Ingham
and Wheatfield Townships. Federal
funding. Estimated
Cost: $675,300.00.
2.
Marsh Road – Haslett Road to Towner Road.
Resurface with storm sewer improvements.
Meridian Charter Township.
Federal funding. Estimated
Cost: $926,900.00.
3.
Kirby Road Culvert – West of Kinneville Road
intersection. Replace
structure. Leslie
Township. Road Commission funded.
Estimated Cost: $45,000.00.
4.
Eifert Road Culvert – South of Columbia Road
intersection over the West Aurelius Drain.
Replace structure. Aurelius
Township. Road
Commission and Township funded.
Estimated Cost: $40,000.00.
5.
Old Inter-Urban Pathway Enhancement – Burcham Drive
at the water treatment plant east to Okemos Road.
Paved cross-country pathway along the Consumers’ Energy
right of way. Federal
Enhancement Grant funds and township match.

Estimated Cost: $200,100.00.

Okemos Road Enhancement – Heritage Drive to Mt. Hope
Road. Decorative
paving, plantings and furniture. Meridian Charter Township.
Federal Enhancement Grant funds and township match.
Estimated cost: $472,000.00.
2.
Barnes Road – Aurelius Road to College Road.
Add paved shoulder and resurface.
Aurelius Township. Federal
funding. Estimated Cost: $420,000.00.
3.
Williamston Road – City of Williamston to Haslett
Road. Add paved
shoulders and resurface. Williamstown
Township. Federal
funding. Estimated
Cost: $1,025,000.00.
4.
Haslett Road – At Okemos Road Intersection.
Intersection and signal improvements.
Meridian Charter Township.
Federal CMAQ funding. Estimated
Cost: $350,000.00.
5.
Delhi Township Pathway Enhancement Grant – Holt Road
north through Valhalla Park and Maple Ridge Cemetery to Willoughby
Road. Paved cross
country pathway construction. Delhi
Charter Township. Federal
Enhancement Grant funds. Estimated
Cost: $462,000.00.
6.
Cedar Street – Dallas Avenue to Holbrook Drive.
Reconstruct with roundabout at Holbrook Drive.
Delhi Charter Township.
Township DDA funded project.
Estimated cost: $3,800,000.00.
The proposed construction is
scheduled to be accomplished during the 2007 and 2008 construction
seasons. Acquisition of
right of way, if required, will be completed before construction of
the project, provided the Board of Ingham County Road Commissioners
approves the project.

Any person wishing to present
comments on the proposed improvement is invited to be present;
however, if a person wishing to present a written statement or an
exhibit at the hearing cannot be present, he/she may convey that
statement or exhibit to the Board of Ingham County Road
Commissioners by addressing those comments to the Secretary to the
Board and mailing it to 301 bush street, P.O. Box 38, Mason,

OPERATING BUDGET
A public hearing will be held on Thursday, December 13, 2007,
at 6:30 P.M. in the Board Room of the Ingham County Road
Commission’s Austin E. Cavanaugh Administration Building,
located at 301 Bush Street, Mason, Michigan, for the purpose of
hearing public comment concerning the proposed 2008 Ingham
County Road Commission operating budget.
Copies of the proposed Ingham County Road Commission
operating budget may be obtained by calling 517/676-9722,
1-800-968-9733, or by writing to the Ingham County Road
Commission at P.O. Box 38, Mason, Michigan 48854.
Copies will be available after December 3, 2007, and will
be mailed upon request. A copy of the proposed budget can also be obtained by
