BITUMINOUS PATCHING MATERIAL

 

Sealed proposals will be received by the staff of the Ingham County Road Commission until 2:00 P.M. local time on Tuesday, September 11, 2007, in the Board Room of the Ingham County Road Commission’s Austin E. Cavanaugh Administration Building located at 301 Bush Street, P.O. Box 38, Mason, Michigan 48854; telephone number 517/676-9722 or 1-800-968-9733, at which time and place the proposals will be publicly opened and read for furnishing and loading approximately 800 tons of an open graded polymer asphalt emulsion mixture.  The Board of Ingham County Road Commissioners will consider award of this proposal at a meeting after September 11, 2007.

 

Bituminous Patching Mixture, open graded polymer asphalt emulsion mixture, is to be furnished at the bidder’s plant and weighed and loaded in Ingham County Road Commission trucks or furnished on board at the Western District Garage facilities (Mason), the Eastern District Garage facilities (Williamston) and the Metro District Garage facility (Lansing).

 

Proposals are to be in sealed envelopes clearly marked on the outside as to the proposal number, time and date of the bid opening.

 

SPECIFICATIONS

 

The mixture shall be in accordance with the specifications for Open Graded Polymer Emulsion Mix of the Michigan Department of Transportation’s 2003 Standard Specifications for Highway Construction.  This specification is equal to the designations for CP-6 and CP-7.

OPEN GRADED POLYMER EMULSION MIX GUIDELINES

 

Emulsion will be a high float mixing grade type made from a polymer modified asphalt.  Aggregates will meet one of the specifications included herein:

 

1.                  Asphalt content will be 5-6 percent based on mix weight.

2.                  Plant discharge temperatures should be maintained between 185oF and 220oF.

3.                  Temperatures between 200oF and 215oF are preferred, so long as the moisture content of the finished mix is below 1 percent.

 

OPEN GRADED POLYMER EMULSION MIX AGGREGATE SPECIFICATION

 

Aggregate:  The aggregate shall be crushed limestone and shall meet the requirements specified for Bituminous Patching Material in Section 902 of the Michigan Department of Transportation’s 2003 Standard Specifications for Construction.

 

Or:  The aggregate shall consist of a crushed limestone and comply with the requirements of ASTM C-136 for stone size #89 or #9 in the following manner:
